Thanks! Explicitly setting ANT_OPTS resolved the issue.
By the way I spent some time to figure out that I needed to set
-Dant4eclipse.trace=true to see the log :)
My log showed:
[buildPlugin] 'osgi.ws' -> 'motif'

And that was the problem - Equinox failed to detect gtk.
