An old underworld trick, proving there's no honor
among thieves and allied trades.
There was an English comedy with Peter Sellers in the
early 1960s called The Wrong Arm Of The Law, in which
an *upstart* Australian gang arrives in London to pull
off armored car heists.
Both because they were cutting into the territory of
the two major established syndicates and because their
direct methods were giving the *institutional* gangs a
bad name, the syndicates go to the police and demand
they arrest the newcomers.
A not uncommon technique with the type, I suspect.
