Rebels fired on police from the village of Vratnica, near the northwestern city, one of the strongholds of the rebels who have been fighting an insurgency for seven months, said a police source said. Police responded, and afterwards heard a further six detonations, the cause of which was unclear, the source said. No casualties were reported. On Monday Tetovo was calm. Meanwhile one civilian was killed by police on the main Tetovo-Skopje highway after he failed to stop his vehicle at a checkpoint, the police source said. The motorist, aged 21, had apparently been warned not to stop while driving from Tetovo for fear of being ambushed. When he was flagged down he sped up, almost hitting a policemen, and officers then fired on his car and killed him. In Skopje Monday lawmakers resumed a debate on a NATO-backed peace plan, after their discussions were suspended for two days by nationalist parliament speaker Stojan Andov. In theory legislators could vote Tuesday on changing the country's constitution to boost ethic Albanian rights. If approved by two-thirds of the national assembly, NATO will resume collecting arms from ethnic rebels.
