you are, of course, absolutely correct that the state of Milosevic-Yeltsin clan
relations was only one of the factors mediating Russia's official foreign policy
towards the FRY. Another key aspect is of course the fact that major IMF negotiations
with Russia almost always happened to coincide with crisis points in the US instigated
Balkan wars of the past decade. The reason I didn't mention that in my previous
response is b/c I view Yeltsin and those around him as part-and-parcel of Western
policy in Russia and the Balkans, however thankyou for highlighting this fact as I do
believe it is very important.
