[O]nly 40 percent of Germans supported all-out U.S.
military action against Arab states if Arab terrorists
are proven responsible for the terror attacks.
[If the U.S. and NATO are claiming the architect of
Tuesday's attacks is Osama bin Laden in Afghanistan,
why are Gemans being polled to determine their
response to U.S. attacks against Arab states?]

Germany to Decide on Military Action Next Week-Min
BERLIN (Reuters) - German Defense Minister Rudolf
Scharping said on Saturday the first decisions about
German participation in possible U.S. military action
would be made next week.
``I expect the first decisions in the next week,
Scharping said in an interview released ahead of
publication in the Welt am Sonntag newspaper. ``It
will be a very long fight against terrorism. All of
those who thought that the U.S. would blindly strike
out of rage are wrong.
President Bush has promised to punish those
responsible for attacking the World Trade Center in
New York and the Pentagon in Washington on Tuesday,
leaving thousands dead.
On Wednesday, NATO invoked its mutual defense clause
for the first time in its 52-year history, opening the
way for a possible collective response by the Atlantic
alliance, which includes Germany, to the attacks.
Scharping said the extent of Germany's involvement in
any action depended on discussions with the United
States.
``We can first decide on the nature and extent of the
German armys support when we receive the results of
the American investigations and clarifications,
Scharping was quoted as saying.
Still painfully aware of its militaristic past,
Germany only started to involve its armed forces in
operations abroad in the mid-1990s. The government
requires parliamentary approval each time it deploys
troops outside the country, unlike most NATO members,
whose governments have the final say.
There is a strong pacifist movement in Germany and
German politicians have called for a measured response
to the attacks, with Foreign Minster Joschka Fischer
stressing that political responses should be
considered alongside military action.
An Emnid poll showed that only 40 percent of Germans
supported all-out U.S. military action against Arab
states if Arab terrorists are proven responsible for
the terror attacks.
Many Germans at a mass open-air memorial service in
Berlin on Friday carried banners urging peace and
restraint.
