I'm not sure a legalistic approach is what we need. The US administration 
clearly thinks it can make the law, and nobody's pulling it up on it. The 
sub-text to all this is that the only superpower got a bloody nose and isn't 
going to examine UN resolutions, let alone Blackstone's Commentaries, before 
trying to salvage its pride with some ultra-violence.
