FROM THE ASSOCIATED PRESS: "SHARON SAYS ARAFAT'S PEACE CALL HAS NOT REDUCED VIOLENCE"

  At least the headline is accurate.

  Today's right-wing, and generally pro-Israel, LONDON TELEGRAPH reports the "ceasefire called by Yasser Arafat came under strain yesterday after the Israeli army shot dead three Palestinians, including a 12-year-old boy, provoking calls for revenge."

  The TELEGRAPH noted an additional strain, the result of a ban imposed by Israeli authorities on a Palestinian reception in Jerusalem, marking Eid-ul-Fitr, a Muslim feastday at the conclusion of Ramadan. Today's LOS ANGELES TIMES described the banned event as "a reception for foreign diplomats and Palestinian dignitaries."

  The would-be host, Sari Nusseibeh, is often described as a "moderate" by the Western media, and not without reason. It seems he declared the Palestinian "right of return" unrealistic. Not exactly the sort of person one finds in the starting line-up of terrorists.

  No matter. As the TELEGRAPH reports: "The Israeli public security minister, Uzi Landau, banned the reception on the grounds that any Palestinian activity in Jerusalem--even a feast--would undermine Israeli sovereignty in the disputed city and was therefore a form of 'terrorism.'" Prof. Nusseibeh was arrested.

  The punchline of this darkly humorous episode: Nusseibeh said that Israelis would have been perfectly welcome to attend his gathering. And some did...to take him into custody. Fortunately he was only detained and interrogated for an hour.
