MILOSEVIC HAS BROUGHT CHARGES AGAINST THE NETHERLANDS 

Ex-president of Yugoslavia, Slobodan Milosevic, decided to have a trial
with the Netherlands. Milosevic's lawyers brought charges to the
European court for Human Rights in Strasbourg. Milosevic charged the
Netherlands with the violation of the European convention of human
rights, complaining that it was allowed to detain Milosevic and put him
on trial at the UN Tribunal. 

Milosevic's lawyers asserted, he could not be kept on custody in the
Netherlands, since his arrest in Belgrade was the infringement of the
Yugoslavian legislation. They insist on the issue of illegitimacy of the
Tribunal itself, for it was set up pursuant to the decision of the UN
Security Council, not of the General Assembly's. Like the lawyers
believe, this makes the agreement between the government of Holland and
the UN miserable (the Tribunal possesses the international
jurisdiction). 

It is not known, if the court considers Milosevic's suit or not. The
thing is that the court for human rights that is based in Strasbourg,
considers the suits only against those, who signed the European
convention - against the Netherlands in this case. Yugoslavia did not
sign the European convention. Well, Milosevic has drawn the attention to
himself again anyway.
