This is not an unexpected development, though of course it is serious. For 
example, some groups have been banned in some EU countries but not in others 
- however, this legislation would "harmonise" bans between different member 
countries.
Labelling groups as "terrorist" is of course done in part to try and isolate 
them. It could have grave consequences for supporters of national liberation 
struggles or for solidarity work.
