From Genoa to Munich
Against the meeting of the world-war-elite!
Every year in February the Munich Security Conference is hold, a meeting of administration officials of the NATO-members and about 200 representative military strategists, generals and experts on military equipment.
The gathering of EU- and NATO-representatives, the Ministers of foreign affairs and war of the USA, Germany and the other EU-countries try to make the public believe that the main topic of this conference is the keeping of peace in the whole world and the international security. The opposite is true: They are planning the next war!
Behind the closed doors of the noble hotel �Bayerischer Hof� � secluded from the public � they design new pictures of potential �enemies� and forge plans for future military intervention alike the NATO-aggression against former Yugoslavia. They are not talking about security, but about new effective mobile intervention forces, further armament programs and the positioning of modern high-tech-weapons in space. Every year the NATO-members have expenses on armament of more than 1.000.000 million German marks.
The persons that occupy the economical and political power in the USA, Germany and the EU see themselves as the �rulers of the world�. They claim to have the right to �unhindered access to all markets and resources all over the world�. The USA, Germany and the EU are determined to enforce their economic interests with military force, if necessary, against the rest of the world, either with the NATO or in military solo attempts of USA or the EU.
The world-wide capitalist Exploitation and its military protection are two sides of the same medal � a system that strives exclusively to guarantee profit and that is murderous not only during war-time. One element of this policy is the hermetic blockade of the EU- and US-frontiers against refugees and immigrants; and in Germany: racist laws against foreigners, the abolition of the right to asylum, Nazi-terror and murder.
No peace with the war-planners!
The Munich Security Conference is no local event. This conference is the Davos of the NATO and the military strategists. Therefore:
Interfere! Stop the war-policy of the NATO-Members!
We appeal to you to take part in and support the protests against the NATO-conference � let them not remain as undisturbed as in the last years!
Our Proposition:
� On Friday, February the 1st 2002, at 5 p.m. we plan a protest manifestation in front of the city hall, where the town council meets the participants of the conference.
� On Sunday, February 2nd 2002 we want to organise a demonstration to the hotel �Bayerischer Hof� where the conference takes place.
� In the evening we try to conduct a �anti-congress� against militarism.

Il seguente testo � una sintesi dei suggerimenti e delle informazioni legali pi� importanti, in particolare per persone che vengono dall’estero. Per informazioni generali potete anche consultare la brochure „Was tun wenn’s brennt“ dell’associazione Soccorso Rosso (Rote Hilfe). La brochure �, per ora, disponibile solo in tedesco.
Consigli per il viaggio:
Prevediamo che anche in occasione del vertice NATO sulla sicurezza il trattato di Schengen sar� sospeso e che perci� ci saranno di nuovo controlli alle frontiere; l’entrata in Germania potr� essere eventualmente negata anche a cittadin* europe*.
• In Germania � vietato portare con s� sia oggetti taglienti o contundenti, sia vestiti o altre cose che camuffino la propria identit�, sia durante una manifestazione sia mentre vi ci si reca. Sono considerate armi: randelli, lacrimogeni, coltelli, eventualmente anche chiodi, fuochi d’artificio, bastoni etc.Sono considerati indumenti per camuffarsi i passamontagna; talvolta, per�, sono considerati tali anche fazzoletti, cappucci e occhiali da sole…
•In occasione di una manifestazione non si possono portare neanche „armi per resistenza passiva “, come, ad esempio, caschi, maschere antigas, protezioni per braccia e gambe. Vietati anche il possesso e la vendita di droghe (eccetto alcool e tabacco).
• Onde evitare complicazioni portate con voi la carta d’identit� e lasciate il passaporto a casa, visto che la polizia potrebbe apporvi un timbro…Portate il passaporto solo se non avete la carta d’identit�!
• Cittadina* extracomunitar* devono, a seconda del paese di provenienza, fare eventualmente richiesta di visto (chiedere prima possibile informazioni all'ambasciata tedesca). Consigliamo di indicare come causale del visto “turismo“.
• L’entrata in Germania potrebbe anche essere negata. Pu� succedere se al momento del controllo di frontiera emerge il sospetto che la persona possa compiere reati nel Paese (per esempio se porta con s� le cose sopraccitate) o se la persona � segnalata negli schedari di polizia come “violenta”. Probabilmente, come a Salisburgo e a Genova, gli archivi di polizia verranno integrati con i dati di altri paesi europei.
• Se l’entrata in Germania vi viene vietata e arrivate lo stesso nel paese commettete reato.
• Anche dopo aver varcato la frontiera aspettatevi controlli di polizia lungo la strada per e da Monaco.
Durante un controllo di polizia:
• Si � obbligat* solo a fornire i propri dati personali (Nome, luogo di residenza, indicazione di professione generica, stato di famiglia). Chi non pu� provare la propria identit�, pu� esser portat* in un posto di polizia per prendere le generalit�.
• Nessun* � obbligat* a dichiarare n� il motivo del soggiorno n� l’alloggio. A Monaco per ogni fermo c’� il rischio di una perquisizione a casa.
Fermo:
• Bisogna solo fornire i dati personali (vedi sopra). Nient’altro!! Niente dichiarazioni e niente firme! Tutt* hanno diritto ad una telefonata ad una persona di fiducia. Se possibile, cercate di contattare il gruppo legale (EA).
• Dopo un fermo possono tenervi in custodia per un massimo di 48 ore (o fino alla fine del giorno successivo) prima di portarvi davanti ad un giudice.
• Di norma la poliziaeffettua delle operazioni di riconoscimento (foto, impronte digitali, misure corporee, segni particolari). E’ importante opporsi. Non acconsentire per alcun motivo a esami della saliva o a prelievi del sangue per un’analisi del DNA. Per farlo hanno bisogno prima bisogno di una delibera di un* giudice.
• In caso di reato pu� essere ordinata una perquisizione se: a) il reato � particolarmente grave, b) c’� un pericolo di fuga c) c’� il rischio di inquinamento delle prove. Dopo massimo due settimane pu� esserci una riesamina del mandato.
• Esiste la possibilit� che vi processino per direttissima, ovvero che il processo si tenga dopo una settimana e che voi restiate fino allora in carcerazione preventiva. Ci� � possibile solo se le prove sono incontestabili (per esempio in caso di confessione) e la detenzione dura al massimo un anno.
• Custodia preventiva: in Baviera si pu� restare reclus* al massimo 14 giorni, se un* giudice crede che la persona altrimenti possa compiere reati. Un appiglio per un provvedimento di questo tipo pu� essere innanzitutto il possesso dei sopraelencati oggetti di cui � vietato l’uso.
• Dopo il rilascio fatevi assolutamente viv* con la commissione legale!
Alle Manifestazioni:
• USK: dagli anni ‚80 esiste un’unit� speciale bavarese (USK, sigla per “commando di supporto”) impiegata per raduni vari o anche altre iniziative. L’USK effettua cosiddetti „arresti a prova sicura“ „ operando in piccoli gruppi e con tanto di documentazione video, in cui la persona fermata viene tirata fuori dalla folla e portata via dai celerini. In queste operazioni vengono utilizzati i tonfa (dei manganelli asiatici con presa laterale), utilizzati sia per picchiare, sia per “difendersi”. In determinate situazioni restare compatt* pu� render pi� difficile il compito dell’USK.
• Idranti e lacrimogeni ad ampio raggio si usano raramente a Monaco.
• Spray al peperoncino: la polizia bavarese lo adopera da poco meno di due anni. Viene spruzzato ad una distanza di cinque metri e causa forti dolori agli occhi e alle mucose.
• Molto spesso ci sono arresti alla fine di una manifestazione, a volte anche qualche ora dopo. Non andarsene, perci�, mai da sol*.
• Gruppo legale (EA)
• Durante le iniziative contro la conferenza sulla sicurezza della NATO ci sar� un gruppo che cercher� di far avere prima possibile assistenza legale alle persone fermate. Lavoriamo con avvocat* di sinistra che, quando necessario, si occupano immediatamente delle persone fermate.
