Not entirely true. NATO was specifically formed for the conquest and overrunning of Eastern Europe and the Soviet Union, when "Mad Harry" Truman's nuclear gunboat dilomacy and nuclear threats failed. Originally it was intended merely to provide bases for strategic and nuclear bombers, as well as giving support.
