Polisario Front says Morocco obstructing UN-OAU peace plan for Western
Sahara

Text of report by Polisario radio on 8 March
After its extraordinary meeting, the National Secretariat of the
Polisario Front issued the following final statement:
The National Secretariat of the Popular Front for the Liberation of
Saguiat El Hamra and Oued Eddahab [Polisario] held an emergency meeting
on 7 March 2002 under the chairmanship of brother Mohamed Abdelaziz, the
front's secretary-general and head of state. This meeting took place
amid circumstances marked by the release of the report submitted by the
UN secretary-general, Mr Kofi Annan, to the UN Security Council about
the situation in the WesternSahara, and also by Morocco's intransigent
and inflexible stance.
This stance runs counter to international legality and is based on
escalation through the Moroccan king's repeated provocative visits to
the occupied Saharan areas, repression against the defenceless Saharan
citizens, the involvement of foreign companies in deals for the
exploration of mineral resources and the announcement of the creation of
six new Moroccan settlements in the occupied part of the Saharan Arab
Democratic Republic over which Morocco has no sovereignty. Morocco is
creating all types of obstacles to obstruct the implementation of the
UN-African peace plan and is also levelling unfair accusations at sister
Algeria.
While expressing its complete satisfaction at the principled and
constant stance adopted by the Algerian government and people in support
of decolonization and the right of the peoples to self-determination and
independence, both in the past and now, the National Secretariat sends a
special salutation to his excellency the Algerian president, Abdelaziz
Bouteflika, for his historic decision to join the Saharan people in the
celebrations marking the 26th anniversary of the proclamation of the
Saharan Arab Democratic Republic.
The National Secretariat announces its attachment to the right of the
Saharan people to self-determination and independence, as stipulated by
the UN-African peace plan. It also announces the Polisario Front's
readiness to cooperate with the UN Security Council and the UN
secretary-general and his personal envoy with a view to completing the
decolonization process in the WesternSahara through a free, just and
fair referendum for the self-determination of the Saharan people under
UN auspices.
While expressing its profound satisfaction with the UN legal
consultation submitted to the Security Council on 28 January, which
reiterated that Morocco was an occupying power and not a power in charge
of administering the province, and that it was not entitled to exploit
the WesternSahara's national resources, the National Secretariat calls
on the international community to respect this consultation by regarding
it as a legal framework governing any economic dealings in the area of
conflict.
The National Secretariat also believes that Morocco's stance of
escalation and provocation is likely to make the situation go seriously
out of control, therefore it calls on the international community to
take a firm stance towards this intransigence, this persistence in
removing international legality and this contempt for the resolutions
and statements of the UN Security Council.
The National Secretariat also urges all Saharan citizens to be on their
guard and to be vigilant in order to thwart all the Moroccan manoeuvres.
