AFP. 14 March 2002. Serbia and Montenegro set up new state, bury Yugoslavia. BELGRADE -- Leaders of Serbia and Montenegro signed an EU-brokered agreement setting up a new state that does away with the name Yugoslavia in favor of Serbia and Montenegro. Under the agreement, Montenegro's pro-independence leadership agreed to remain in a union with Serbia for a period of three years after which it can opt out. "The document sets the basis for redefining relations between Serbia and Montenegro," said Yugoslav President Vojislav Kostunica. As an incentive to the republics to build a new relationship, the European Union held out the promise of rapidly concluding an association agreement that could pave the way to full membership and trade privileges. EU foreign policy chief Javier Solana, whose mediation brought about accord, promised "the support, help and the friendship of the EU" to set up the new union that will have one president, a unicameral parliament, a single council of ministers and court system. Serbia and Montenegro however will maintain their local parliaments and the seat at the United Nations, the Council of Europe and other international for a will alternate between representatives of the two constituent republics.
