[One guess as to on whose behest this statement was
issued.
Nations like Great Britain, France, Belgium, Spain,
Portugal and Germany, whose centuries-long record of
promoting "freedom and democracy" on the African
continent are well known, strenously object to how a
federal election was conducted in Zimbabwe and
threaten the people of that country with yet more
onerous sanctions and subversion.
When Zimbabwean President Robert Mugabe offered to
dispatch election observers to the US state of Florida
in December of 2000 to prevent the most scandalous
manipulation of a presidential election in recent
memory, I don't recall the European Union making any
pronouncement on the matter.)

EU Condemns Zimbabwe Election, May Step Up Sanctions
on Mugabe
By James Kirkup
Barcelona, Spain, March 16 (Bloomberg) -- European
Union leaders ``condemned as unfair polling in
Zimbabwe which saw President Robert Mugabe re-elected
this week, and may step up sanctions on Mugabes
regime.
Leaders of the 15 EU nations meeting in the Spanish
city of Barcelona said in a draft statement they'll
send a delegation to South Africa to discuss Mugabe's
election, which international observers said was
distorted by state-sponsored violence against his
opponents.
The EU ``condemns the manner in which, according to
several independent sources, the government of
Zimbabwe has organized these elections, the
statement said, adding that Europe ``will consider
possible additional targeted measures against its
government.
The EU last month agreed to freeze the assets of
Mugabe and 19 of his associates and prevent them from
entering Europe. The EU also barred sales of water
cannons and stun guns for Zimbabwe's police, after
Mugabe expelled the EU's chief observer before the
March 9-11 election.
Commonwealth observers at Zimbabwe's presidential vote
this week said it wasn't free, raising pressure on the
group of the U.K. and 53 former British colonies to
suspend Zimbabwe.
The Commonwealth's previous, serving and next chairmen
will meet Tuesday to decide on a possible suspension
of Zimbabwe's membership in the group.
Australian Prime Minister John Howard, Nigerian
President Olusegun Obasanjo and South African
President Thabo Mbeki were appointed at the recent
Commonwealth summit in Coolum, Queensland, to decide
on Zimbabwe's future in the organization.
