Kuchma criticizes U.S. congressmen

KYIV, March 25 - President Leonid Kuchma on Friday
criticized a U.S. Congressional resolution that urged
the former Soviet republic's authorities to conduct
fair, transparent, and free parliamentary elections.
The House of Representatives adopted the resolution
408-1 on Wednesday, sparking a harsh reaction among
Ukrainian politicians.

Kuchma called the resolution an unprecedented event
and expressed surprise, saying that the economy and
democracy are developing in Ukraine, according to the
Interfax news agency. "Is the Ukrainian nation a
soccer ball ...?" Kuchma was quoted by Interfax as
saying during a trip to the eastern Donetsk region.

Russia's Ambassador to Kyiv Viktor Chernomyrdin also
criticized the resolution, saying it appeared as if it
"actually dictated" electoral conditions. Leftist
politicians said the resolution was an interference
into Ukraine's internal affairs. But nationalist Rukh
movement leader Yury Kostenko said the resolution was
only a "call to develop democracy."

It was the second public debate over allegations about
foreign interference into Ukraine's internal activity
this week. On Tuesday, a bloc of nationalist and
reformist parties assailed the Russian presidential
chief of staff for defining three parties as friendly
to Russia. The campaign for the March 31 voting has
been marred by violence against candidates and their
representatives, and by opposition claims of unfair
treatment by the state-run media.

Overall, international monitors have said the campaign
is an improvement over previous campaigns because of
clearer legislation and the ability to protest
violations in the courts.
