This is not the time for historical analysis. However, the Balkan peoples must never forget by whom the fuse of war was lit, in the early nineties. It must not be forgotten that Germany and all the member-states of the EU, the Greek government included, decided in cold blood the dissolution of Yugoslavia. A decision that opened the well known USA appetite to enter the Balkans itself , to assume a leading role in the distribution of spoils by all means, by war and uranium, by lies, blackmail, sanctions, by special tribunals. The crude lie and slander, the pretexts used by the imperialist forces, without a trace of shame, in order to justify the war and intervention, accusing the Balkan peoples for local nationalism, for a tendency towards religious divisions, must not be forgotten either. Irrespective of the specific planning by NATO, USA, the leading EU forces for the region, irrespective of whether each side feels vindicated as to its particular aims, it is certain that all those succeeded in the promotion of a major aim: The installation of multinational military forces, battalions of war kindling, an occupation army. Besides and over and above the distribution of spoils the interest was to militarise the Balkans and place them under military rule, with or without the change of borders, so as to test the �new doctrine� of NATO in this region, to utilise it further for the imperialist policy against Russia and the other states created by the dissolution of the USSR. The Balkans have also proven as an area of exporting the contradictions and antagonisms which mark the relations between the imperialist unions, between the leading imperialist forces. In our estimation, things are twice as dangerous for the peoples today. Shortly before and during the War of '99 the imperialist forces attempted to unite the Balkan countries against Yugoslavia, particularly against Serbia. They succeeded in this with the assistance of the Greek government, which appeared convincing, trading upon its traditionally good relations with united Yugoslavia. Now things take such a turn, so that a Balkan war waged among Balkan forces, can not be ruled out. If the people of the Balkans do not intervene today, demanding NATO's withdrawal, if they do not exert stifling pressure on their governments, then we will find ourselves very close not only to the tragic partition of FYROM, but to a struggle by all means between the neighbouring countries, with Greece's involvement as well. No relaxation of vigilance and no confidence is warranted in the hypocritical statements by USA, NATO, who assure that they do not want a change in the borders and the dissolution of FYROM. No confidence in the alleged friendly stand by the Europeans towards FYROM. No confidence in the Greek government which declares in the first place that it does not wish any new dispatch of Greek military forces. We are not going to stop supporting the non dispatching of military forces by Greece to FYROM, even if its leadership declares that it considers it as protection. Our country as a member of NATO will apply policies serving the interests of this organisation, the interests of Greek plutocracy, in other words the interests of all those who do not see anything else but profits sticking at nothing. We are told that, if NATO leaves the Balkans, then the peoples will be involved in even bitter war among themselves. This is a lie, it is a pretext. Of course the deep wounds of the region will not be healed by magic, issues will not be solved from one day to the other. However, the road will open for their solution and in any case the difficulties will be milder than those associated with the presence of foreign military forces. The all kinds of nationalist forces, the all kinds of war mongers will not have the means and the courage to provoke, if they do not have the political and material support of imperialists. Besides, this position of ours, is combined totally with the need of disarming the UCK, in all its forms and its variations. The borders will be guarded by the national army of each country, and especially the Serb army will be called upon to guard the Serb borders, which include Cossovo. To guard them not only formally and symbolically, but essentially. As long as NATO and KFOR remain in the region, the Serb army, the border armies will have only a marginal role. The answer is not to be found in the artificial dilemma �military involvement by NATO inside FYROM or diplomatic negotiations�. In both cases NATO, USA and the leading countries of the EU will be in a position to impose their will. The �policy of diplomacy�, which seems to be preferred at present, has only one purpose: To gain time so as to prepare, in the peoples' consciousness, the new cycle of NATO intervention, or to start a new cycle for an agreement, having first created fait accompli to Serbia's and FYROM's detriment. In other words a final Rambouillet far worse than the previous international agreements concerning the region. On the occasion of today's quite important meeting we wish to put a question to the Greek people, in the broad sense, and the other political forces who support with various arguments the necessity for the presence of multinational military forces in the Balkans. When did the Greek people live peacefully regarding its northern borders, before the early 1990's or today? We are certain that only a few will claim that things are better today than yesterday. If in the post war period we did not have joint borders with the Balkan socialist states, developments in the Greek-Turkish relations, internal developments in Greece itself would be far worse. It is possible that certain fait accompli would have been created. I wish your deliberations give a new impetus to the joint Balkan peoples' struggle, shed light more collectively and on many sides of the emerging events and tendencies. We have to create the prerequisites, as soon as possible, for the imperialist intervention, NATO's new doctrine, to be punished in the Balkans.
