National Security Archive Update, June 27, 2002 *"Montesinos: Blind Ambition"* The Peruvian Townsend Commission report and declassified U.S. documentation http://www.nsarchive.org/NSAEBB/NSAEBB72 Contact: Tamara Feinstein <[EMAIL PROTECTED]> 202-994-7219 Washington DC, 27 June 2002 - The National Security Archive today published on the World Wide Web twelve recently declassified U.S. government documents highlighting the complex web of crime surrounding former Intelligence Chief Vladimiro Montesinos over the past decade in Peru. They range in date from January 1993 until early 2001, and help highlight many of the key points raised in the final report of the Peruvian congressional commission investigating Montesinos, headed by Congress member Anel Townsend. The documents were declassified in response to Freedom of Information Act requests filed by National Security Archive staff member Tamara Feinstein. Following President Alberto Fujimori‚s resignation in November 2000 and Vladimiro Montesinos‚s arrest due to corruption scandals, the Peruvian government and civil society groups across the political spectrum have begun a process of reassessing the Fujimori years, with a particular focus on the role of Montesinos. The Townsend Commission, which is one of five congressional commissions investigating corruption under the Fujimori administration, is part of this reassessment. In addition to the newly declassified documents, the briefing book includes copies of both the preliminary (May 15) and final (June 25) reports published by the Townsend Commission, and a brief analysis of their findings. In complement to the Townsend Commission‚s final report, the records highlighted in this National Security Archive Electronic Briefing Book are a small sample of the quality of U.S. documentation that the Bush administration should continue to provide to assist Peru in its investigation of truth and justice during the Fujimori/Montesinos era. Highlights from this briefing book include: * An undisclosed Peruvian source‚s commentary in 1993 on the symbiotic relationship between Montesinos and Fujimori, characterizing Montesinos as „consumed by ambition,‰ and the Montesinos/Fujimori team as „governed by an obsession for quick results that often lead to unwise policy moves.‰ [Document 1] * The alleged persecution of an undisclosed Peruvian by the National Intelligence Service (SIN), which abates after U.S. Ambassador John Hamilton personally takes up the matter with Montesinos. [Document 5] * The testimony of a witness in the trial against the group accused of arranging the illegal transfer of 10,000 AK-47 assault rifles purchased from Jordan to the Revolutionary Armed Forces of the Colombia (FARC), a Colombian guerrilla group.
