Reuters; Guardian. 18 September 2002. Rumsfeld to Congress: Back
Possible Iraq Strike; Rumsfeld heckled at Congress meeting.
WASHINGTON -- Anti-war protesters today heckled the US Defense
Secretary, Donald Rumsfeld, as he made a statement to a Congress committee.
Rumsfeld on Wednesday pressed the U.S. Congress to give the Bush
administration immediate support for a possible military strike against
Iraq.
"It is important that Congress send that message as soon as possible --
before the U.N. Security Council votes," Rumsfeld said.
Rumsfeld presented no evidence to the committee that Saddam had turned
over mass destruction weapons to "terrorist" organizations, but he
warned that waiting for a smoking gun would be too late.
"The last thing we want is a smoking gun," he said. "A gun smokes after
it has been fired."
"Do you believe it is our responsibility to wait for a nuclear, chemical
or biological 9/11? Or is it the responsibility of free people to do
something now -- to take steps to deal with the threat before we are
attacked?"
Rumsfeld also expressed doubt about whether U.N. arms inspectors could
ever prove that Iraq had abandoned its chemical, biological and nuclear
arms programs.
"The issue is not inspections. The issue is disarmament," he said.
Rumsfeld was interrupted at one point by a small number of protesters,
who stood up and shouted repeatedly, "Inspections, not war."
They were quickly removed from the room.
"As I listened to those comments, it struck me what a wonderful thing
free speech is," Mr Rumsfeld observed, as he continued his statements on Saddam.
Democratic Majority Leader Tom Daschle of South Dakota said he expected
lawmakers to vote before the Nov. 5 congressional elections.
