With US and Western European meddling in the Balkans as prototype, the age of Moral Imperialism, Humanitarian War, New Colonialism and now Preemptive Attack hold sway. In just Western Africa alone, Britain has effectively recolonized Sierra Leone, the US is hellbent on effecting *regime change* in Liberia, the French are reinforcing their military presence in Ivory Coast. (As well as in Northeastern Africa, Djibouti, where they're joined by large German and American military contingents.) The four nations in question happen to be, not coincidentally, the NATO Quad countries, whose exclusive decisions are law - increasingly world law, from Southeast Europe to Southeast Asia, from the Middle East to the Caucasus, and from Central Asia to Southern Asia. As with the intensifying campaign against a nation on the other side of the African continent, Zimbabwe - against which Britain and the US have recently issued stark mootings of military action - the destabilization/subversion/occupation campaign proceeds - predictably - from human rights violations and suppression of press freedoms, to ethnic cleansing to genocide. (In the case of Zimbabwe it's breathtaking to witness the rapidity with which the West has progressed from the first to the last stage in just a few weeks.) A modest prescription: A joint declaration within the United Nations by Russia, China, India, Indonesia, the Arab League, the African Union (surely Mandela and Gaddafi alone could rally the entire African continent on this score) against unilateral - and false multilateral - acts of economic and military warfare and the establishment of a truly just, democratic, peaceful world order. A counter-ultimatum if you will.] PARIS (AFP): France has sent troop reinforcements to Ivory Coast to ensure the security of French citizens and the international community there, the French army chief of staff said on Sunday. More than 100 reinforcements arrived in the west African nation aboard a transport plane, accompanied by helicopters, from other French bases in Africa. "Under precautionary measures decided by the French authorities to assure the security of French citizens and the international community, the army chief-of-staff has reinforced the military unit stationed in Abidjan," the army said in a statement. Mutinous soldiers launched a coup bid on Thursday which was quelled in Abidjan although the rebels have taken control of some areas in the country's north. France already had a 600-strong contingent in the main Ivorian city of Abidjan. It also has bases in Chad, Senegal, Gabon and Djibouti, a total of some 6,000 troops.
