"We regret that the surge in activity by allied (US and British) aviation comes as Iraqi officials and UN experts are in Vienna to discuss the procedures for the inspectors' return," a Russian foreign ministry statement said Monday. "Russia maintains that the US-British bombing not only complicates an already difficult situation in Iraq but presents obstacles to the search for a political and diplomatic solution to the Iraq question," the ministry added. Almost daily skirmishes are reported in "no-fly" zones enforced by US and British warplanes over northern and southern Iraq since the end of the 1991 Gulf War over Kuwait.
