US Ambassador Says America Has No Evidence That Ukraine Supplied Radars to IraqKIEV, September 30. So far the US has no evidence that Ukraine has handed the Kolchuga radar system over to Iraq, the American Ambassador to Ukraine declared at a news conference today. "We have some information on this issue, and we are continuing to analyze it," the Ambassador pointed out. According to the Ambassador, a revision of the US aid program for Ukraine is based on the confirmed authenticity of a recording of a conversation between Ukrainian President Leonid Kuchma and Valery Malev, former general director of the Ukrspetsexport company, on selling Kolchuga to Iraq. The revision was not due to a suspicion that Ukraine had handed Kolchuga over to Iraq, the Ambassador stressed. He added that in the event that delivery of Kolchuga to Iraq is confirmed, the respective norms of US legislation would be applied. Additionally, since this alleged move by Ukraine would violate international sanctions, the legal consequences would be quite different. The Ambassador pointed out that the US has not decided yet whether a group of experts would be sent to Ukraine to review the documents on the sale of the Kolchuga system. As was reported earlier, on September 24, a US official announced that the United States would withhold one third of its financial aid to Ukraine due to the sale of Kolchuga radar stations to Iraq. The US State Department has confirmed the authenticity of the recording provided by Nikolai Melnichenko, a former officer in the Ukrainian President's security service.
