OTTAWA -- The Defence Department has paid $65 million since 2000 for military pilot training it never got, according to the auditor general. Sheila Fraser said the cash-strapped Canadian Forces are getting less than half the training they paid out to Bombardier, because the company's program has been plagued by course delays and an instructor and aircraft shortage. DND's 20-year contract with Bombardier was meant to address a critical military pilot shortage. The agreement sees the Canadian company provide planes and pilot training at the NATO Flying Training centre in Moose Jaw and Cold Lake for about about $150 million a year. 'DEEPLY CONCERNED' "My office is not against innovative ways of acquiring services, but when a department pays $65 million over two years and has yet to obtain the training, I find myself deeply concerned," Fraser said. The only way DND can force Bombardier to meet its contract requirements of providing 81 sorties daily instead of the usual 42, is to terminate it outright.
