US, Georgian Defense Officials Negotiate on Future
Cooperation 

-Representation of the Turkish Defense Ministry will
join the talks today and it will focus on trilateral
assistance defense cooperation between Turkey, US and
Georgia. "We consider Turkey as one of our most
important partners", Ricardel stated on October 8.


  
(Tbilisi, Civil Georgia, October 9, 2002) - US Deputy
Assistant Secretary of Defense for Eurasian
International Security Policy, Mira Ricardel and the
group of the Defense Department visit Georgia on
October 8-9. Yesterday they held talks with Georgian
Defense Minister Davit Tevzadze focusing on current
and future security cooperation initiatives. 

Representation of the Turkish Defense Ministry will
join the talks today and it will focus on trilateral
assistance defense cooperation between Turkey, US and
Georgia. "We consider Turkey as one of our most
important partners", Ricardel stated on October 8.

The American delegation tours the National Military
Command Center in the Georgian Defense Ministry,
receive briefings on the Anti-terrorist operation in
Pankisi gorge and situation in Abkhazia. 

The US side assesses the Georgia Train and Equip
Program as part of its security assistance efforts for
Georgia.

RUSSIA WARNS IT WILL TAKE COUNTERMEASURES IF GEORGIA
JOINS NATO
 
Interfax on 7 October quoted Russian First Deputy
Foreign Minister Valerii Loshchinin as saying that
while Moscow was not surprised by the Georgian
parliament's recent proposal to expedite Georgia's 
efforts to join NATO (see "RFE/RL Newsline," 16
September 2002), Russia has the right "to protect its
national interests" by taking whatever measures it
deems necessary to counter that decision.

GEORGIAN OFFICIALS DENY ANTICRIME OPERATION PLANNED IN
SOUTH OSSETIA

-Interfax on 7 October quoted an 
unidentified South Ossetian military official as
saying that the breakaway republic has 5,000 men under
arms ready to repel any Georgian offensive.

 
Georgian Ambassador to Moscow Zurab Abashidze told
journalists on 3 October that although some members of
Georgia's National Security Council advocate an
anticrime operation in the vicinity of Tskhinvali, the
capital of the unrecognized Republic of South Ossetia,
no firm decision has yet been taken on launching such
an operation, Interfax reported. 
"Akhali taoba" on 7 October similarly quoted Georgian
Interior Ministry press spokesman Paata Gomelauri as
saying that no such operation is necessary, as the
crime situation in the region has improved markedly
over the past year. 
Interfax on 7 October quoted an 
unidentified South Ossetian military official as

Meanwhile, Georgian and South Ossetian officials 
met on 3 and 4 October in Tskhinvali under the aegis
of the OSCE, but apparently failed to make any
progress toward formalizing the unrecognized
republic's status vis-a-vis Georgia, Caucasus Press 
reported.

MPs Discuss Abkhazian Issue

-MPs propose to amend the Constitution and determine
breakaway Abkhazia's status as Autonomous Republic
within the Georgian state.  


  
Parliamentary session today started discussion of the
Abkhazian issue. MPs have to decide whether to
determine Abkhazia's status in the Georgia's
Constitution or not.

At the moment Georgian Constitution says that the
status of Abkhazia will be determined after the
restoration of Georgia's territorial integrity. 

MPs propose to amend the Constitution and determine
breakaway Abkhazia's status as Autonomous Republic
within the Georgian state.  

The Revival faction refrains from this kind of
amendments claiming that determination of Abkhazia's
status would hinder resolution of the conflict.

SHEVARDNADZE TO BECOME GEORGIAN PRESIDENT FOR LIFE? 

Five members of Shevardnadze's Union of Citizens of
Georgia have asked the Constitutional Court to rule on
the legality of declaring a state of emergency,
postponing elections for a period of five years, and 
designating Shevardnadze president for life, Caucasus
Press reported on 8 October. Giorgi Korghanashvili,
the author of that initiative, argued that "Eduard
Shevardnadze is the only person who can complete 
the process he began 10 years ago." Shevardnadze said
last week he plans to retire from politics when his
current term expires in 2005.

RUSSIA'S FSB CONFIRMS PRESENCE OF TERRORIST-TRAINING
CAMPS IN GEORGIA 

KISLOVODSK, October 9. /From RIA Novosti's
correspondent Edgar Saroyan/ -- The Russian Federal
Security Service (FSB) confirms the presence in
Georgia of special camps for terrorist-subversion
training, Major-General Arkadi Yedelev, deputy chief
of the FSB antiterrorist board, has said on Wednesday.
He appeared before an international anti-terrorism
conference. 

According to the Russian secret services, until last
September militant training camps were found in the
Tsinobali and Duisi villages in the Akhmeta district
of Georgia. Militants here underwent many-stage
training in managing small arms, conduct of acts of
subversion, taking of hostages, military topography,
said the general. 

He said that international terrorists in Georgia are
financed by one of bin Laden's associates Abu Hafs of
Jordan. He has to do with the Al Qaeda terrorist
network. The United States Department of State has
promised 5 million dollars for his head.

GEORGIA HAS BECOME CENTRE OF CHECHEN TERRORISTS'
ACTIVITIES 

MOSCOW, October 9, 2002. /from a RIA Novosti
correspondent/ -- Presidential aide Sergei
Yastrzhembsky believes that Chechen terrorists have
shifted the centre of their activities to Georgia. He
said this during an internet conference at the
Gazeta.ru website. 

According to Yastrzhembsky, this happened because the
border of Azerbaijan was guarded properly and hotbeds
of terrorism were eliminated there. 

Yastrzhembsky said that about 1,500 bandits were
currently operating in Chechnya. Although they suffer
permanent losses, the new mercenaries from Pankisi
join the rebels, Yastrzhembsky stressed. 

The rebels keep recruiting locals as well. "Therefore,
their number is fluctuating, though we can say for
sure that there are 1,500-2,000 of them. The season
means a lot, too." The bandits' activities decline as
winter arrives, for the lack of living conditions in
the mountains, Yastrzhembsky said.
