RUSSIA CAN APPLY VETO AT UN SECURITY COUNCIL FOR THE
SAKE OF INTERNATIONAL STABILITY 

BEIJING, FEBRUARY 28, 2003 /from a RIA Novosti special
correspondent/ - Russia can exercise its veto right at
the United Nations Security Council for the sake of
international stability, Russian Foreign Minister Igor
Ivanov said at a news conference while visiting
Beijing. 

All the permanent Council members have the veto right,
recalled Mr Ivanov. 

The veto right should be applied consciously in the
interests of international stability, underlined the
minister. 

He then emphasised that Russia had always advocated
unity of the UN Security Council. 

It is thanks to that unity of the Council members that
a positive breakthrough has been achieved in the Iraqi
settlement. "We are therefore set to preserve the
Council's unity," said Mr Ivanov. 

There is every opportunity to overcome the crisis
surrounding Iraq, insisted the Russian minister.
Moscow believes, he said, a new resolution on Iraq is
not really necessary. 

Russia will not vote for a resolution, which would
envisage a military solution to the Iraqi problem,
said the minister. Mr Ivanov is positive the problem
can so far be resolved by political means.

Foreign Ministry: Russia may exercise its veto on Iraq


If the interest of international stability demands it,
Russia may exercise its veto during a vote in the UN
Security Council on the new resolution on Iraq,
proposed by the United States, Great Britain and
Spain, Russian Foreign Minister Igor Ivanov said
during his visit to Beijing, the Rossiya television
reported. He stressed that Russia did not support any
resolution which could open the way to an armed
resolution of the Iraq problem. Mr. Ivanov reiterated
that Russia was for a political settlement of the Iraq
crisis and believed that �all the necessary conditions
for that� were there. At the same time, he stressed
that Moscow had always been for unity in the UN
Security Council. 
However, members of the UN Security Council failed to
reach an agreement on the Iraq issue at a closed door
meeting in the UN headquarters in New York. All
fifteen members of the Security Council discussed two
opposing documents that were submitted for
consideration. On the one hand, the US and Great
Britain insist on passing their draft resolution,
which would open the way to using force against
Baghdad. On the other hand, France, Germany and Russia
submitted a memorandum to the Security Council calling
for allowing more time for inspections. After the
meeting, a representative of France said that most
members of the Security Council believed that
inspections in Iraq should be continued. 

The lack of unity and a demoralizing tone of
statements made at the meeting leave little hope that
an agreement on Iraq will be reached, according to
most members of the Council.
