STATE DUMA SPEAKER: RUSSIA WILL NOT HAVE TO APPLY ITS
RIGHT TO VETO IN RESPECT OF IRAQ 

TUNIS, 1 March 2003. /from RIA Novosti correspondent
Galina Filippova/. -Gennady Seleznyov, speaker of the
State Duma (the lower house of Russia's parliament)
believes that the debate on Iraq in the UN Security
Council "will not go as far as to cause Russia to
apply its veto right". 

The State Duma speaker made this statement at a press
conference in Tunis, responding to a question from a
Tunisian journalist. 

"I don't think things will go as far as to cause
Russia to apply its right to veto in the UN Security
Council. We have a general idea of the current balance
of votes in the Council. The USA can count on the
votes of no more than four or five countries to
support its stand. Should, however, resort to the veto
right become necessary, Russia will use it," Gennady
Seleznyov said with confidence. 

According to him, "in case the Americans undertake a
military attack against Iraq in circumvention of the
UN Security Council, the global political
configuration will undergo a radical change." Such an
attack would show to the world that the United States
are set to destroy the international law, the UN and
the UN Security Council. "In that case the world
community would have to think about setting up a new
international organization capable of safeguarding the
global security," Gennady Seleznyov argued. 

He stressed that Russia and many other countries are
against letting the world being ruled by the law of
the jungle when the strong may swallow up the weak at
will. "We are against the global chaos". Gennady
Seleznyov also emphasized that Russia's approach is
shared by such countries as France, Germany and
Belgium. "I am certain that over 90 percent of all
countries of the world support Russia's position."
Responding to a Tunisian journalist's request to
comment on the proposal that Saddam Hussein should
relinquish his post as Iraq's leader, Gennady
Seleznyov answered that "the proposal was plain
stupid". 

"It is the people of a country who elect their
leaders. Outsiders have no right to demand that a
leader should relinquish his powers. It is an
inalienable right of every sovereign state to
independently resolve all problems pertaining to its
leadership," Gennady Seleznyov said and added: "How
many US Presidents have disliked Fidel Castro? They
managed to live with it, however."
