That was mentioned in a memorandum of France, Germany and Russia that was made public by French Foreign Minister Dominique de Villepin, said Mr Ivanov. France assumes full responsibility for possibly vetoing the resolution, said the Russian minister. While visiting China recently, Mr Ivanov secured the country's agreement to veto, in concert with Russia, the resolution that may authorise a military offensive on Iraq. "A war in Iraq would aggravate the situation in that country and hamper the Palestinian-Israeli settlement," said Mr Ivanov. He is convinced every chance of peaceful settlement envisaged by the Council's Resolution 1441 must be used. Russia and France will do their best to prevent the UN Security Council from passing a resolution to support using force against Iraq, reads the joint declaration of the Russian, German and French Foreign Ministers, made public by French Foreign Minister Dominique de Villepin. "France will undertake responsibility for it, the Foreign Minister stated. "This is our standpoint as a permanent member of the UN Security Council. We do not want other states to be responsible for that," Dominique de Villepin said. Germany is a non-permanent member of the UN Security Council. The countries' common objective is a real and complete disarmament of Iraq in compliance with UN Security Council Resolution 1441, the French Foreign Minister said. The three countries consider this objective can be achieved peacefully with the help of inspectors, the Minister stressed. France, Russia and Germany state that inspections have proved to be fruitful, with Iraq's elimination of As-Samoud missiles, provision of information in biological and chemical spheres testifying to this, Dominique de Villepin stressed. "We believe the coming UN Security Council meeting will become a crucial stage in resolving the Iraqi crisis," the French Foreign Minister said. The inspections must be continued, he stated. Moreover, the Minister added that they must not be endless. It is necessary to establish a definite schedule for inspectors, and basing on this schedule, they must make reports in the UN Security Council, the French Foreign Minister pointed out.
