U.S. envoy backs integration, worried about 1244 violation 


-“What has been forgotten over the last ten years is that Resolution 1244 
clearly takes the power over Kosovo away from Serbia, and Belgrade’s effort to 
impose a legislative system in Kosovo is an open violation of the resolution. 
This resolution recognizes the existence of only one legal system in Kosovo,” 
Dell said. 
He added that citizens of northern Kosovo are frustrated because they live 
under ***criminal parallel structures*** that spread their rule in this part of 
Kosovo. 

 
PRISTINA: The U.S. ambassador in Kosovo says his country completely supports 
the plan for the integration of north Kosovo into the Kosovo legal system.
 
After meeting with Kosovo Justice Minister Nekibe Kelmendi, Christopher Dell 
said that Serbia’s efforts to once again impose its legal system on Kosovo are 
a clear violation of the UN Security Council’s Resolution 1244.

“This resolution recognizes Kosovo’s territorial integrity and the fact that 
there is only one legal system in Kosovo. All countries that do not recognize 
Kosovo still recognize the validity of Resolution 1244,” Dell noted. 

Dell and Kelmendi signed a memorandum of understanding for help from the 
American government for Kosovo towards producing key legal solutions. 

Dell said that every country must stand against parallel structures in Kosovo. 

“What has been forgotten over the last ten years is that Resolution 1244

This resolution recognizes the existence of only one legal system in Kosovo,” 
Dell said. 

He added that citizens of northern Kosovo are frustrated because they live 
under criminal parallel structures that spread their rule in this part of 
Kosovo. 

Dell said that the criminal structures organized in the north are completely 
linked with the so-called parallel governmental structures. 

“Criminals, regardless of ethnicity, whether they are Albanians or Serbs, work 
together and survive their where there is no rule of law. The first to suffer 
from that are the people who live there,” Dell said.
