Try something like this:
QUOTED_TEXT
: '"' ('a'..'z' | 'A'..'Z' | ' ' | ',' | '-')+ '"'
{setText(getText().substring(0, getText().length()-1));}
;
to strip the quotes in the lexing-stage.
