The incubator-general vote seems to be un-concluded.

IF we can make minor tweaks to the resolution text, then the vote has 
the following IPMC +1's:
   Andy, Chris, Paul, Prescott
Do we need more?

and we need to tweak the text for the board resolution.

IF NOT, we need a new vote.
