It is a nightmare anyway, despite within a cloud or not.

The point is that one can see the cloud as a mechanism, and you are
concerned about a policy regarding the access among cloud's nodes
(what is not wrong in anyway since a policy is needed). Therefore one
can distinguish between two different worlds: mechanism and policy.

Put that, the cloud is on, probably is the future, and who lives will
see how cloud vendors will tackle with security policies to drive on
this cloud computing business.
