In short it is said that seeing regurlar retransmits in /dev/etherd/err can be normal. But seeing retransmit without corresponding "unexpected responses" can indicate a problem. I have regular retransmits burst shown in /dev/etherd/err every 1 or 2 seconds, and no "unexpected responses" related. Is it a problem?
