Well, this doesn't address the "NIC based CPU or host-based CPU" question, but it's a good read if you want to know more about criteria to choose a NIC with: http://www.fefe.de/linuxeth/ (It's not Linux-specific although it appears to be.) What you want to look for are NIC's that claim "high throughput, low CPU utilization" ... the problem is the benchmarking used to determine this.
