Some of those features sound a lot like the new Linux Native POSIX Thread Library Red Hat has been working on. But, that was just released as version 0.1 a few weeks ago, so that can't be what Red Hat is shipping in 8.0 just yet... And I think the kernel modifications to support that library are all in the 2.5 series too.
