Ok, this error is occuring during initialization of OpenACS. Can you send the nsd.tcl file that belongs to this?
Jonathan Ellis reported a similar problem. In his case, opening nscp, and executing ns_db gethandle returned nsdb0.

For some reason, using ns_eval causes an error the next time that rp_filter is called. I couldn't figure out exactly why, but the ns_eval call wasn't really needed, so I took it out and it seems to have fixed the problem.
