I looked at nsoracle 2.6 and it doesn't seem to have any support for
REF CURSORs ... what Oracle driver is OpenACS using?  The docs at the
URL you provided don't mention supporting the "sql" parameter being a
stored proc exec, but it doesn't mention it not supporting it, either.
