I also noticed on the RH8:
root and the user can restart the server, still the error log doesn't
log the shutdown.
members of the group the server is running as cannot shut down the
server.
from the process status file:
Pid:    6808
PPid:   1
TracerPid:      0
Uid:    503     503     503     503
Gid:    501     501     501     501

Users in the 501 group can't shut down the server with a script which
has allowed this for years.

The script still removed the pid file, so I don't think it is a
permissions problem in the script.
