Yes, it does, the 11/09/03 release (which I presume is 'GM') works
with #> bin/nsd -b 192.168.0.2:80 -ft nsd.tcl -u www -g www

(at least on a FreeBSD 5.1 system, which exhibited the same problem
 as the 4.9 system, with the latest nsd build. I have yet to go back
 to the 4.9 system and try the older release, but I expect it the same.)
