That's nothing new, AFAIK it always worked that way in AOLserver 3.x
and all the versions of the nsoracle driver as well.  If you restart
Oracle, you need to also restart AOLserver, AFTER Oracle comes back
up.

I think in the past people have talked about making the driver (or is
it nsdb?)  retry connecting to Oracle so you wouldn't have to restart
AOLserver like that, but AFAIK no one ever implemented that.
