Thanks to Jeff Davis who filed this bug.  In short, in releases up to
AOLserver 4.0.5, requests for zero byte files would sometimes fail to
return a HTTP response.

This is now fixed in both CVS HEAD as well as in the 4.0 branch, and
will be part of the upcoming 4.0.6 release.
