Personally, it is the:
   "perceived political or procedural problems"

that's blocking me for the time being. I may have the wrong impression
but I do think those have to be resolved first before people would feel
comfortable to use the CVS commit privilege given. After all, it is a
sensible area and needs a proper framework and set of rules. Since those
are missing (at least I'm not aware of any) you will have the situation
as it is now.
