Sounds entirely accurate to me. The software is always behind schedule but the docs can't be late or the printed book won't be ready in time, so the tech writers are trying to document code that in some cases isn't even written yet, and certainly isn't finished. When it's end-user documentation the screenshots usually have to be redone numerous times as the UI changes due to feedback from QA. I've never been a tech writer but I know some and it's often a very high-stress job. There's an air of fatalism in the tech pubs department.... no matter how hard they try they know it's never going to be good enough.
