Ah, this is annoying.  I filed RFE #986263 at SourceForge:

The Patch tracker doesn't allow anyone to upload a patch to an artifact
either, does it?  So, for now, folks could just open a new artifact in
the Bug tracker in order to upload their patch, then just reference the
original bug ID in the description of the new bug filed.
