Is the "Vision Statement" you are about to present something that can
be discussed, influenced and eventually agreed upon among the members
of the broader AS community?

One thing that I miss from the above guidelines:
If somebody *does* commit a bug-fix, new feature or similar,
under which circumstances the commit can be backed-off and
who is going to decide about that?
