It's OpenACS managed content, but not using the Content Repository, just tcl/adp pairs that pull their content from the database. The staging site doesn't really do much else; they use it to put together new content before they publish it to the live site but that's it. The system is also running the live site and another staging/live pair; their sizes also seem to grow over time, but not as dramatically. htdig is actually running on a different system, so it's not involved in this except that it's requesting article pages.
