I had read that ns_log Fatal called from tcl script would shutdown the
server after writing the error message. However trying it on 3.5.10 server
did not shutdown the server.

What I'm trying to do is shutdown the server if one of start-up scripts
encounters a major error. I assume I would have to use ns_shutdown preceded
by a log message.
