Synopsis: cgi programs won't accept arguments

State-Changed-From-To: open-closed
State-Changed-By: dgaudet
State-Changed-When: Sat May 3 13:32:30 PDT 1997
State-Changed-Why:
That is how it's supposed to behave according to the CGI spec.
If the QUERY_STRING contains any equal sign then no argv is
created. The use of the argv array is actually deprecated,
and you should use the QUERY_STRING itself (which is always
present).

Thanks for using Apache!
