Your C compiler, include files and libraries may not be matched up correctly. If you have upgraded one without upgrading the others, or have upgraded something like BIND that may be the cause of your problem.
If you have upgraded BIND, try adding -lbind to the EXTRA_LIBS line in Configuration. If that doesn't work, you really have to ask for help on a Linux group as it is a problem with your Linux installation not Apache.
