 Please do not submit dupe bug reports.  You submitted this once.
 Submitting it again and again will not get you anywhere.
 
 If you can access the system fine but your monitoring software can't, then
 I really don't see what the problem with Apache is or how we can do
 anything; we have no idea what your monitoring system is attempting to do. 
 If your monitoring software can't access it then perhaps it is broken. 
 There are many reasons why it could change between 1.2 and 1.3b2, but very
 few that are caused by anything other than a broken monitoring system.  I
 suggest you contact the vendor of your monitoring system.
