mod_rewrite is doing what you're asking it to.  The
url "http://eddie.sierra.com//img"; doesn't have a trailing
/, so it can't match "^/img/(.*)".  Try this:

RewriteRule ^/*img(.*) http://www.sierra.com/img$1
