Just to make sure I understand you correctly: does this mean that Apache
1.3 will no longer check names defined with ServerName/ServerAlias for
IP-based Virtual Hosts?

If you read the vhosts_in_depth documentation that comes along with the
tarball you'll find this behaviour is documented there, with suggestions
how to deal with it. The relevant code has been completely rewritten in
1.3 to fix these problems; no fixes are likely to be made to 1.2.
